Blackhat SEO - Unethical, Indeed...But Illegal?

I am unsure as to the legality of blackhat SEO, that is, creating mass amount of keyword pages and getting them indexed, in the hope that people will come and click one of the AdSense ads. Is this considered illegal? I do not know, but technically, if you have a single page per keyword, aren't you actually providing a service for others who are searching for a topic? Aren't you helping them through the ads by giving them reputable links to take them to a site covering the keyword they entered? It benefits you through revenue, and helps them find what they need. I am unsure what to think about it. Is it wrong to make insane amounts of cash on AdSense using blackhat SEO, as long as you have tangible pages that help the users that see them?
